Resumo: O objetivo deste trabalho é analisar a relação entre o zoneamento e a redistribuição da população no município de Campinas no contexto da Lei 6.031/1988, que permaneceu em vigor até 2017. O interesse por esta relação vem do fato de que o zoneamento é pensado nestes termos por alguns de seus expoentes históricos em São Paulo (FELDMAN, 2005). Além disto, a própria implementação do zoneamento estabelece uma relação que se propõe estável entre as possibilidades de uso e a densidade de ocupação de uma área, através de critérios como taxa de ocupação, coeficiente de aproveitamento, altura máxima e modalidades de uso. Também se entende que o zoneamento é parte de uma estrutura de incentivos e constrangimentos a mobilidade da população (CUNHA, 2015), em que as categorias de uso e ocupação definem possibilidades e limitações à população que busca habitação. Num contexto de rápida expansão da população urbana, como o que caracterizou o crescimento das grandes cidades brasileiras ao longo do séc. XX, esses diferenciais têm o potencial de redistribuir a população no território, seja através da mobilidade residencial, seja através da relativa imobilidade de determinados grupos sociais em relação a outros. Outro ponto importante é que as mudanças ocorridas no contexto das metrópoles, da macroeconomia e da gestão municipal (SANTOS, 2002; SEMEGHINI, 1988), nos levam a questionar se a implementação do zoneamento no período recente também se transformou. Ressalta-se também os avanços ocorridos nos bancos de dados disponíveis para estudar a questão intra-urbana, com informação georeferenciada de boa qualidade tanto demográfica, quanto para o zoneamento. O município de Campinas foi escolhido devido a seu porte populacional, importância da sua economia, sua integração com a macrometrópole paulista (LENCIONI, 2015) e o seu papel como polo regional. A metodologia utilizada é uma análise quantitativa do crescimento populacional e da estrutura e composição dos setores censitários classificados segundo o zoneamento no período intercensitário. A hipótese do trabalho é que o zoneamento tem perdido importância no planejamento urbano e, portanto, sua relação com a redistribuição da população seria menor no período analisado. Os resultados sugerem que se a correlação entre alterações do zoneamento e redistribuição da população não se verifica no município como um todo, no nível local, há uma importante correlação com a mobilidade populacional e a estrutura sociodemográfica. Eles também mostram que as periferias mais pobres e mais distantes são poucas áreas da cidade que continuam a crescer de maneira significativa, através de migração, no entanto, há também importantes fluxos de mobilidade residencial para algumas áreas do centro da cidade e antigas periferias sociais hoje melhor estruturadas. A composição domiciliar e estrutura etária tanto das periferias de baixa renda quanto das de alta são bastante similares também, mas ambas diferem significativamente da área central, onde a urbanização aconteceu mais cedo e onde hoje vive uma população mais envelhecida e em declínio. Concluímos que as severas restrições ao uso e ocupação impostas a algumas zonas contribuem para dificultar o acesso da população de baixa renda e que as tipologias de ocupação das diferentes zonas ajudam a reforçar a dispersão da população tanto de baixa quanto de alta renda em direção as periferias. Isto porque eles encontram poucos incentivos nos espaços reduzidos e preços elevados da área central. No entanto, a associação do senso comum entre alta fecundidade e periferia social tampouco se sustenta, já que a estrutura etária e composição domiciliar tanto das áreas de baixa quanto de alta renda são praticamente as mesmas

Abstract: The goal of this study is to analyze the relationship between zoning and population redistribution in the city of Campinas during the term of Law 6.031/1988, which ended in 2017. The interest in this relationship stems from the fact that zoning was conceived in these terms by some of its most notorious proponents in São Paulo (FELDMAN, 2005). Beyond that, the very application of zoning establishes a relationship, which aims to be stable between the possibilities of land use and density of occupation of an area, through criteria of occupancy rates, utilization coefficients, height and types of use. We also understand that zoning is part of a structure of incentives and constraints to population mobility (CUNHA, 2015a), in which categories of land use define possibilities and limitations for the population that seeks housing. However, in the context of rapid urban population expansion, such as the one experienced by many Brazilian cities during the twentieth century, these differentials have the potential to distribute population within its territory, be it through residential mobility, or through immobility of social groups in relation to others. Another important factor is that recent changes occurred in the context of metropolises, macroeconomics and city management (SANTOS, 2002; SEMEGHINI, 1988), lead us to wonder if the application of zoning in recent years has also changed. We also highlight advances in available databases to study intra-urban issues, with the increase in availability and quality of demographic and zoning data. The city of Campinas was chosen due to its large population, economic status, integration with the Paulista Macrometropolis (LENCIONI, 2015) and its position as a regional hub. The methodology is a quantitative analysis of population growth, structure and composition in census sectors classified by zoning in intercensus periods. The hypothesis of this study is that zoning has lost importance in urban planning, and therefore, its relationship to the redistribution of population should be smaller in the period analyzed. Our results suggest that while the correlation between zoning change and population redistribution at the municipal level may be small, locally there is an important correlation with population mobility and sociodemographic structure. They also show that the poorest and furthest peripheries still quickly outgrow the rest of city through migration, but that there are important residential mobility fluxes towards the city center and to former social peripheries that are now better structured. Household composition and age structure of both low and high income peripheries are very similar as well, but both differentiate themselves from the central area, where urbanization happened earlier, which hosts an older declining population. We conclude that the severe restrictions to land use imposed upon a few zoning areas help to constrain access by the poorest population and that the typologies of occupation of different zones help to reinforce this bias towards the "blowout" of both low and high income families towards peripheries. This is because they find little incentive in the small spaces and high prices offered by the central area. However, the traditional association between high fertility and social peripheries does not appear true anymore, since age structure and household composition of both low and high income peripheries are practically the same
