Resumo: A análise da literatura sobre pobreza mostra que as pesquisas na área, sejam estas direcionadas a uma localidade específica, a um país ou a uma região inteira, procuram analisar as principais dinâmicas ocorridas em determinado período, utilizando uma abordagem específica de pobreza para compreender o fenômeno. É comum, neste sentido, focar em metodologias de mensuração ou em estratégias de modelagem estatística, buscando tecer relações entre a dinâmica da pobreza e os processos de crescimento e desenvolvimento econômico. Estas pesquisas, independente do enfoque adotado, partem de definições objetivas de pobreza, delimitando seu método de mensuração. Ainda que a corrente da pobreza multidimensional tenha ganhado espaço na literatura e nas aplicações para formulação de políticas públicas de combate e erradicação da pobreza, é preciso observar que a dinâmica demográfica, dentre elas a migração interna, tem impactos sobre a pobreza e todas as suas dimensões relevantes (estrutura, perfil e distribuição). Como estes elementos se alteram no tempo, é importante ampliar nosso olhar e nossas análises sobre os porquês de as características da pobreza em determinados lugares terem se alterado no tempo. Outro quesito a considerar é a heterogeneidade social, já que as características sociodemográficas da população não são fixas nem no tempo, nem no espaço. Ademais, as condições que levaram à pobreza (ou à saída dela) não são iguais para todos, nem acontecem nos mesmos tempo e ritmo. Por fim, existem dois componentes, um de heterogeneidade e outro de desigualdade (espacial e social) a serem incluídos. Ainda que acontecimentos acometam várias pessoas e localidades ao mesmo tempo, a resposta a eles varia conforme quem é afetado e sua capacidade de reagir a adversidades. A partir destes elementos, é possível selecionar alguns critérios de segmentação para analisar a pobreza: sexo, idade, raça/cor, condição migratória e situação do domicílio são apenas alguns dos que compõem os poverty profiles. Estes são significativos por permitirem dividir a população em grupos homogêneos sem deixar de avaliar as heterogeneidades no tempo, no espaço, entre os grupos e dentro deles. Ademais, incluir tanto o estrato socioeconômico como a localização espacial da população permite analisar a evolução da pobreza não só estudando os pobres em si, mas também os comparando aos não-pobres, de um lado, e entre si em diferentes espaços, de outro. Por fim, há também a possibilidade de combinar metodologias diferentes para estudar a pobreza a partir de diversos pontos de observação. É importante considerar, além da análise de índices de pobreza multidimensionais (e seus componentes), qual a composição da população pobre, como varia no tempo e no espaço e quais as principais carências de cada grupo. Em termos espaciais, a combinação de recortes macro (observando o estado inteiro) a análises micro (a nível municipal) é uma estratégia para compreender os processos espaciais e demográficos que convivem com a pobreza. Por fim, a utilização de mais de uma fonte de dados para um período amplo é necessária para compreender os fenômenos sociais, econômicos e demográficos envolvidos na dinâmica da pobreza. Considerando tais elementos, esta tese analisa as mudanças nas dinâmicas sociodemográfica, espacial e migratória da população pobre no Estado de São Paulo entre 1991 e 2015, a partir da seguinte pergunta: há indícios que apontem, à luz dos diversos eventos econômicos e sociais, para um processo de (re)configuração desigual, tanto socioespacial como demográfica, da pobreza? Para nortear a pesquisa, parte-se da hipótese de que a construção social da pobreza se reflete em sua espacialização desigual e em seus diferenciais sociodemográficos, sendo a migração um elemento importante para construir esta espacialização. Nesta direção, o processo de reestruturação produtiva tem alterado a dinâmica (espacial e demográfica) da pobreza, sua evolução e sua caracterização e contribui expressivamente para o processo de (re)configuração (espacial e social) da pobreza

Abstract: The analysis of the poverty literature shows that research in the area, whether directed to a specific locality, to a country or to an entire region, seeks to analyze the main dynamics that occurred in a given period, using a specific poverty approach to understand the phenomenon. In this sense, it is common to focus on measurement methodologies or statistical modeling strategies, seeking to establish relations between the dynamics of poverty and the processes of economic growth and development. These researches, regardless of the adopted approach, starts from objective definitions of poverty, delimiting its method of measurement. Although the current of multidimensional poverty has gained space in the literature and in the applications for formulating public policies for combating and eradicating poverty, it should be noted that the demographic dynamics, among which is the internal migration, have impacts on poverty and all its relevant dimensions (structure, profile and distribution). As these elements change over time, we should consider them to enlarge our vision and analyses on why the characteristics of poverty in certain places have changed over time. Another issue to consider is social heterogeneity, since the sociodemographic characteristics of the population are fixed neither in time nor in space. Moreover, the conditions that led to poverty (or to exit from it) are not the same for all, nor do they occur in the same time and rhythm. Finally, there are two components, one of heterogeneity and the other of (spatial and social) inequality to be included. Although events affect several people and localities at the same time, the response to them varies depending on who is affected and their ability to respond to adversity. From these elements, it is possible to select some criteria of segmentation to analyze poverty: gender, age, race/color, migratory condition and household situation are just some of those that compose poverty profiles. These are significant because they allow the population to be divided into homogeneous groups while assessing heterogeneities in time, in space, between groups and within them. In addition, include both the socioeconomic stratum and the spatial location of the population allows us to analyze the evolution of poverty not only by studying the poor themselves, but also by comparing them to the non-poor on the one hand and among themselves in different spaces on the other. Finally, there is also the possibility of combining different methodologies to study poverty from several points of observation. It is important to consider, beyond the analysis of multidimensional poverty indices (and their components), what is the composition of the poor population, how it varies in time and space, and what are the main needs of each group. In spatial terms, combining macro- (looking at the whole state) and micro-analyses (at the municipal level) is a strategy for understanding the spatial and demographic processes that coexist with poverty. Finally, the use of more than one data source for a broad period is necessary to understand the social, economic and demographic phenomena involved in the dynamics of poverty. Considering these elements, this thesis analyzes the changes in the socio-demographic, spatial and migratory dynamics of the poor population in the State of São Paulo between 1991 and 2015, based on the following question: are there indications that, in light of the various economic and social events, point to an unequal socio-spatial and demographic (re)configuration of poverty? To guide the research, we star from the hypothesis that the social construction of poverty is reflected in its unequal spatialization and its sociodemographic differentials, with migration being an important element to construct this spatialization. In this direction, the process of productive restructuring has altered the dynamics (spatial and demographic) of poverty, its evolution and its characterization, and it contributes significantly to the (spatial and social) (re)configuration of poverty
